Why does eLandings show decimal’s on weights? We do everything rounded to whole pounds, why can’t eLandings do the same?

The eLandings system has to deal with multiple levels of splitting and allocating weights among permits. Particularly when generating IFQ reports on landings with many statistical areas entered on the statistical area worksheet, the weights, and (numbers of crab), are divided and subdivided, and are treated as fractions that can be added back together. If eLandings used a scheme to always divide out whole numbers then problems would occur if for example an itemized catch line had 50 pounds and 5 crab, with 6 statistical areas in the statistical area worksheet. One statistical area would get zero crab weighting 8.3 pounds (50 divided by 6), which makes no more sense than .83 crab. Handling divisions using fractions rather than by complex rules of where to put the remainders simplifies the system and avoids problems where the special rules are not right. If you want to see only pounds with no fractions you can always edit the itemized catch by hand, and avoid using the statistical area worksheet.

eLandings has a training system for user training and testing. You can do everything on the training system that you can do on the real system, except that reports are not officially submitted. Contact your local office of ADF&G, groundfish staff or NMFS – In-season Management staff, eLandings support personnel to let them know what you want to do, then register a user ID on the training system to allow you to use it for practice. Training materials have been developed to assist you with the training process.

Most king and Tanner crab fisheries in the Bering Sea and Aleutian Islands are now "rationalized crab fisheries" - "CR Crab". This includes the IFQ/IPQ fisheries; the CDQ crab fisheries (except in Norton Sound), and the allocation of golden king crab to the Community of Adak. A few BSAI king and Tanner crab fisheries remain under the License Limitation Program (LLP). Yes, except for the CDQ fishery for king crab in Norton Sound, all CDQ crab is "rationalized" crab. You do not need Quota Share or IFQ for CDQ crab fisheries. However, you must be fishing under an authorized CDQ Group's CDQ crab allocation. You do not need IPQ to receive crab other than Class A IFQ crab.

There are four types of harvesting Quota Share (QS) depending on how the shares were initially earned. "C" or "Crew" shares were initially issued to persons who historically held CFEC crab permits, and signed fish tickets for qualifying landings. CVC Crew shares were based on qualifying pounds delivered raw, and CPC QS is based on qualifying landings processed at sea. "O" or Owner" QS was initially issued to persons who held License Limitation Program (LLP) crab permits and had qualifying landings. CVO shares were based on qualifying pounds delivered raw, and CPO shares are derived from qualifying landings processed at sea. Annual IFQ derived from Owner and Crew quota shares have different use privileges.

For most CR Crab IFQ fisheries, some quota was issued with a regional designation. IFQ derived from these shares must be delivered within the region for which it was designated.

CVO QS will yield two types of IFQ each year: Class A IFQ and Class B IFQ. Crab harvested under a CVO Class A IFQ permit must be delivered to a processor with unused IPQ in a specific region. Ninety percent (90%) of the CVO IFQ is issued as Class A IFQ. Ten percent (10%) of the CVO IFQ is issued as Class B IFQ. Crab harvested under a Class B IFQ permit can be delivered to any processor and does not need to be delivered to a processor with IPQ in a specific region.

CVC QS yields CVC IFQ until June 30, 2008. CVC IFQ is similar to Class B IFQ; it can be delivered to any processor and is not tied to a specific region. After June 30, 2008, CVC QS will yield CVC Class A IFQ and CVC Class B IFQ. Ninety percent (90%) of the CVC IFQ will be issued as CVC Class A IFQ. Ten percent (10%) of the CVO IFQ will be issued as Class B IFQ. CVC Class A IFQ has the same requirements to be delivered to a processor with IPQ and regional delivery requirements. CVC Class B IFQ does not have these requirements. IFQ that does not result in Class A or B IFQ results in Class "U" or "undesignated" IFQ.

For CR Crab cost recovery fee purposes, the Government does not care to whom a check is handed or addressed. However, cost recovery fees must be submitted by the Registered Crab Receiver and are owed by both the RCR, and the allocation holder (IFQ permit holder, CDQ group, or Community of Adak) for any landing. It is up to the RCR and allocation holder to determine how best to organize fee collection.
